SCIENTIFIC METHODOLOGICAL TESTING DEPARTMENT (SMTD)

SMTD carries out its activity in accordance with the Charter of the Institute, Regulation on the Department
approved and agreed upon as appropriate on the grounds of the law of the Republic of Belarus On the Sanitary
and Epidemic Welfare of the Population adopted in 1993, Resolution Ko 517 of the Council of Ministers of the
Republic of Belarus dated 02.08.1993 On the State System of Hygienic Regulation and Registration of Chemical
and Biological Substances, Materials and Products and Resolution Ko 9/7 of the Ministry of Health, Committee
for Standardization, Metrology and Certification of the Republic of Belarus dated August 4, 1994 On the Procedure
of State Hygienic Registration and Certification of Consumer Goods, Chemical and Biological Substances, Materials
and Articles Made Thereof, Foodstuffs, Food Stock in the Territory of the Republic of Belarus, documents of the Ministry
of Health, State Standardization Committee of the Republic of Belarus as well as orders and instructions of the Director of the Institute.
Official activity of SMTD is as follows:
- Carrying out of organoleptic, sanitary and chemical, sanitary and bacteriological, sanitary and physical, sanitary
and toxicological research (testing) of foodstuffs, raw materials, newly developed types of products, different types of
consumer goods, production wastes, environmental medium within the scope of accreditation for the compliance thereof with
the requirements of technical regulations including safety requirements;
- Carrying out of expert examination of documents for the newly developed products, materials, substances;
- Analysis of factors connected with working conditions at work places;
- Carrying out of instrumental measurement of factors of working conditions (noise, vibration, microclimate, illumination, etc.);
- Quantitative assessment of working conditions, presentation of the assessment results;
- Rendering of methodical and practical assistance for enterprises and organizations in relation to the issues of work places attestation.
The Management of the Republican Scientific-Practical Center of Hygiene State Institution shall undertake:
- When rendering services to the Customer to carry out research professionally and in good faith;
- To adhere to the requirements of State Standard СТБ ISO/IEC 17025 to ensure the high quality of services rendered;
- Steady increase of the quality management system efficiency
POLICY IN THE FIELD OF SYSTEM OF MANAGEMENT AND AUTHENTICITY OF RESEARCH CARRIED OUT BY THE SCIENTIFIC METHODOLOGICAL TESTING DEPARTMENT
The objective of the policy in the field of the system of management of the scientific methodological testing department (hereinafter referred to as “the SMTD”) shall be as follows:
- Aspiration of SMTD of the Republican Scientific-Practical Center of Hygiene State Institution for taking the leading place in the Republic of Belarus in the field of carrying out research in connection with the hygienic registration and certification;
- Taking the leading rank in the Republic of Belarus in the field of development of new methodical approaches and regulatory methodical documents for carrying out of research in connection with the hygienic registration and certification;
- Provision of efficient laboratory control of fast moving consumer goods and medical devices at the conduction of hygienic expert examination with the purpose of prevention from sale of low-quality products which are dangerous for human health in the market as well as the improvement of working conditions and living environment;
- Constant increase of technical and organizational methodical level of research (testing) carried out;
- Development of the range of research (testing) carried out;
- Application of achievements of modern science and technology in the practice of laboratory support;
- Increase of the economic efficiency of the operation of SMTD at the expense of the rational use of technical, economical and organizational resources;
- Creation of conditions excluding the possibility of carrying out of research (testing) violating the requirements of regulatory documentation;
- Carrying out of research at the high technological and organizational level.
OUR GOAL IS CONSTANT IMPROVEMENT OF ORGANIZATIONAL METHODICAL AND TECHNICAL SUPPORT OF THE RESEARCH QUALITY.
The policy in the field of SMTD performance quality shall be aimed at:
- Compliance with the requirements of State Standard СТБ ISO/IEC 17025;
- Ensuring the neutrality and authenticity of the research carried out;
- Ensuring the credibility when carrying out research for the compliance with regulations;
The mentioned policy shall be implemented through:
- The management system arranged in SMTD, establishing organizational and administrative-managerial procedures;
- Compliance of all SMTD employees with the requirements established through the management system in relation to the regulatory and technical base as well as the procedure of the research conduction;
- Constant improvement of the management system;
- Compliance with the requirements to the personnel, premises and conditions of the research conduction.
To ensure the high-quality research conduction there are the following resources used in SMTD:
- High-qualified personnel competent in the issues of the arrangement and carrying out of research, having the appropriate education, professional qualifications, technical knowledge and experience;
- Measuring equipment required to carry out the research in compliance with the accreditation scope;
- Organizational structure ensuring the conduction of research, well-managed allocation of responsibilities and authorities between the personnel;
- Normative documents regulating the requirements to the research methods, measuring devices and testing equipment;
- All the premises for the storage of measuring equipment and for SMTD personnel (handling the research results).
